The Floyd County Commission will consider Tuesday a referendum that would allow liquor by the drink sales in the unincorporated area.
Currently, only beer and wine may be offered at restaurants and similar venues selling food. The board will take up the issue of adding distilled spirits to the mix, with two resolutions on the agenda.
If they’re approved, voters will have two questions to answer at the polls, likely in November, The first is if liquor by the drink should be allowed. The second is if it may be sold on Sundays from 11 a.m. to midnight.
Beer and wine on-premises sales already are allowed on Sundays, and voters approved the early, 11 a.m., start in 2022. The changes would bring venues in the unincorporated area in line with those in the city of Rome.
Commissioners also will consider a resolution to issue $8.1 million in tax anticipation notes.
This would be the first time the county has issued TANs, although at one point the city of Rome regularly used the mechanism to cash-flow the city school system. Local institutions would bid to provide the short-term loans, which would be paid off when the bulk of the property taxes were paid in the fall.
Commissioners are slated to caucus at 3:30 p.m. and start their regular meeting at 6 p.m. in the County Administration Building, 12 E. Fourth Ave. Both sessions are public.
During the caucus, the board will get an update on construction of the agricultural center.
Voters approved $8 million for the project in the 2017 special purpose, local option sales tax package. A 40-acre tract on Three Mile Road between Martha Berry Highway and the Armuchee Connector was purchased in 2022 for $2.1 million.
The land has been cleared and Ag Center Director Kate Harman has been working with stakeholders on a design and business model. SPLOST funds can only be used for capital purchases — physical items such as land, buildings, equipment and furnishings. Operational costs are estimated at about $500,000 a year and county officials want to ensure the facility is self-sustaining.
