Plans for a 650-acre subdivision of approximately 1,100 upscale homes in Emerson are out for review by Floyd and nearby counties in the Northwest Georgia Regional Commission area.
The “resort-style residential development†— Alpharetta-based Taylor MorrisonÐÔÊӽ紫ý Esplanade brand — exceeds the threshold to be classified as a development of regional impact. That means local governments and federal, state or local agencies in the region have a chance to submit concerns, if any, about the potential effect on shared resources.
A request for comments went out June 30. DRI guidelines call for the local government where the project is located to consider the comments when taking certain actions, but it is not bound by them. A rezoning is being requested.
According to the , the sprawling subdivision will be off Paga Mine Road, in the general area of the Thomas Concrete plant and the Etowah River, in unincorporated Bartow County.
The estimated value at build-out is $660 million and itÐÔÊӽ紫ý expected to generate about $7.5 million a year in local tax revenue.
Esplanade “will offer a full suite of amenities, including on-site dining, trip planning and excursion services, indoor and outdoor recreation, a resort pool, spa facilities and wellness programs. (ItÐÔÊӽ紫ý) Designed to create a vibrant resort living experience,†the initial application reads.
Taylor Morrison has in California, Florida, North Carolina and Nevada. It announced in April it had broken ground on a 1,250-acre development in St. MaryÐÔÊӽ紫ý, Georgia, on the Florida border, with plans to open for sales in early 2026.
The Emerson community would be served by Bartow County water and Cartersville sewer. Both entities said they have the capacity to handle the estimated 0.35 million-gallons-a-day flows. However, Cartersville would need to add 1,500 linear feet of sewer line across the Etowah River, attached to a new pedestrian bridge.
A traffic study is underway. Upgrades are expected at the intersections of Paga Mine Road with both Old Alabama Road and Ga. 293. Additionally, Paga Mine Road will be widened from a rural two-lane road to an urban section with a raised median along half the alignment.
